Say what you will about the first two seasons of TNG, there truly were some wonderful moments. I love this scene. It's a great example of how people should conduct themselves in the workforce, especially leaders. You really see the compassion, respect, and loyalty the captains have for those under their command. And the awesome thing is, Picard never raises his voice or swears while defending Riker! The older I get, the more I've come to appreciate Star Trek.

Yes, Riker had a joviality about him. This didn't mean he was unfit for command. He used this joviality to make a pleasant work environment for his people, knowing that a pleasant work environment boosts productivity and engenders loyalty. That's what Mr. Kolrami missed. He thought Riker didn't take his duties and responsibilities seriously and nothing could be further from the truth. It's called "command style". Every leader has a style. None (of the ones that work) are better or worse than the others, They are simply the way that the leader has found best to lead.

I was always surprised Picard wasn't more direct with Kolrami here. Whatever his opinion of Riker, the Commander is the first officer, and Kolrami is undermining the chain of command by constantly insulting him and placing doubt in the minds of the crew. Whatever misgivings he has about Riker should be spoken in private or not at all.

Your entire family, youre entire friend group, your entire world is on that ship at all times. If you cannot be friends with someone whom youre spending literally decades with, youre not going to have a good time.

Kolari was played by Roy Brocksmith, who was more well-known for playing Dr. Edgemar in Total Recall. He was the guy trying to convince Quaid that he was in a simulation but started sweating though he wasn't at risk. While he had a few memorable roles on screens, he was an accomplished stage actor.

"Circumstantially-inappropriate joviality." In other words, this puffed-up gasbag is saying "Riker is too happy." Which, having learned a bit more about the show's history, also must be a subtle jab at the writers of the first season, who said that Riker shouldn't smile too much, and should always have a "glint in his eye" reminiscent of some actor whose name I can't remember. They learned their lesson in season two when viewers said the character was too "dry." That's when they allowed a bit more of "Frakes" into the Riker character. In essence, that was when Riker "Grew The Beard," to quote the trope.

Not exactly. The conflict between Jellico and Riker was that Riker was making his own calls, trying to work something out with his superiors and subordinates. Which is fine with a Captain like Picard who is willing to listen and spend time working with his crew and who generally trusts Riker to make the right calls. But Jellico is the kind of man who wants things done when he orders them and be informed about things happening with the ship. And when Riker makes decisions without telling him, doesn't fullfill Jellico's direct orders and keeps challenging his decisions (even when it is done in privat), then Jellico has a second in Command whom he cannot trust. Riker being jovial with the crew was not the issue.

@@wjzav1971 The problem is also a bit more nuanced than that. Jellico took command of the Enterprise while Picard was leading a team on a risky mission in Cardassian space. Relations between the Federation and Cardassia were very tense and it was clear war could break out at any time. Jellico had to make sure the Enterprise was ready for war. Enterprise was still setup to run as an exploratory vessel, which would need significant changes to keep up with wartime demands. Jellico had a lot to change, and not a lot of time to do it in. Simply put, Jellico didn't have the time to do things in a manner that would be easy for the crew; he had to step on everyone's toes to make sure the Enterprise was ready for a war scenario as soon as possible. Jellico knew everyone would hate him but he had to be okay with that because if it did come to war, at least the ship would already be capable of handling the change in pace.

Also to send a hight ranking officer with deep knowledge of their tactical plans right into enemy terrirtory with two officers who are not experienced in special operations. Does Starfleet not have dedicated spec ops teams who train specifically for that?

Riker would have made a good captain, but the show kept having to come up with silly reasons for him to turn down offers to command his own ship. *Edit:* Case in point, I watched the season two episode "The Icarus Factor" last night which is the first episode in which Riker is offered his own command, and at one point he admitted he would be a fool to pass up the opportunity. Even Picard seemed to agree, telling Riker that despite the prestige that came with being second in command of Starfleet's flagship, he was still only second in command, and that there was no substitute for being in the captain's chair. In the end, Riker turned down the offer for no well defined reason, just said something vague about personal growth.

@SLOWPOKE RODRIGUEZ No, I didn't miss the point I understand the prestige of wanting to command the Federation's flagship, but Picard was not in any hurry to retire, meaning that Riker would have whiled away his prime years without ever commanding his own ship. And even if Riker had transferred to another ship to serve as captain, he would have been first in line to get the Enterprise when Picard finally decided it was time to hang it up. So, yes, the show did diminish Riker slightly every time the writers contrived a reason for him to refuse his own command.

Looking back, this guy was a prize example of Star Fleet's thinking during its Golden Age; a chess master rated as a "strategist". Unfortunately Kolrami's style is all too evident in organizations like the US Navy. Officers who should be leading, often hide behind rules and regulations in order to function. Instead of developing meaningful rapport with subordinates, they instead try to lead with a clipboard, instead of leading with their heart and soul.

Those in current times, act the same. Arrive to watch, evaluate a job, the workers performances. Some criticism at least filed to superiors to show you found something/s wrong or the superiors think you didn't do the job of evaluation. If an observer is sent to a job and come back saying all is good there, makes it look as if the observer slept instead of showing inefficiency at the workplace.

Picard didn't say Riker was the best first officer he had, he said Riker was the finest officer with whom he ever served. This means, in Picard's mind, Riker is simply the best Starfleet has to offer, not merely as a first officer, but as an officer, period. He's not comparing him only to Jack Crusher, but to every single officer he served with from the time he was an ensign (perhaps even a cadet) to his captaincy of the Stargazer and the Enterprise. High praise indeed!

Kolrami may have been a pompous cowardly bureaucrat but his assessment of Commander Riker dead on. Riker's joviality resulted in the Enterprise being easily captured by the Fenergi, shot down by the Duras sisters and countless crew being killed or injured in both situations.

Thats not true. If I recall correctly, it was Picard who said something like "They are trying to decide if a twenty years bird of prey is match for the enterprise". Second, who was the idiot who organized a war game in a non secured sector of the federation ? These kind of tests should be made in a backwater sector. So, in principle, no ferenghi, klingons, romulans, cardassians, borg, etc.

@@othaner38 The truly stupid part of the whole wargammes exercise was the needlessly complicated procedure of disabling the phasers to connect the beam arrays instead to some kind of low power sighting laser pulse projection, requiring a switchover from the one system to the other. Why not simply fire the phasers at 1% power against deflector shields, as demonstrated in the surprise mock attack to test the M-5 in "The Ultimate Computer"? Picard would have had his phasers fully available to him when the Kreecta attacked. Of course, nothing excuses Picard being so careless as to not have his deflector shields up and dismissing the appearance of the Ferengi raider as a false sensor ghost. Very bad writing on this episode overall.

So it wasn't totally unreasonable for Picard, when he saw the Ferengi raider, to think Riker was trying the sensor-ghost trick again.

@@saeedbaig4249 No, actually that is not a defence. There is no reason to assume that because one sensor reading might have been false, the other is also a false echo or a decoy. Prudence demands in both cases an immediate state of alert and the taking of defence measures to ensure the safety of the ship.

Riker is jovial, but never disrespectful or heedless of protocol. He is also charismatic and an effective leader. The real issue is that Kolrami is very "by the book", so insistent in what he considers the only right way to command that he cannot grasp unorthodox styles of leadership.

This clip demonstrates that the writers didn't really follow through on Riker's potential. I realise that Stewart became the series undisputed lead actor by season two. Frakes developed his directing career, so he was probably quite happy to play first supporting actor. But when Picard states that Riker is simply the finest officer Picard has served with.......that really wasn't properly established during the show's run. Riker peaked with 'The Best Of Both Worlds' and then more of less stuck around for the remaining seasons, without any clear character development.
