According to the Far Cry wiki the Judge has both masculine, lower grunts and feminine, higher grunts because you can choose the Rook's gender in 5 and Ubisoft didn't want to make one or the other canonical.

Well, they made him canonically a man according to the Joseph's DLC for Far Cry 6. You can see a frame of the Judge's face during a cutscene when Joseph is putting the mask on him, and it's a man

Its not the same guy in both games... New Dawn guy is a completely different person 17 years later. He only kinda heard things about Joseph from the locals, they had no relationship prior. So he really has more reason to pity him than hate him. The Hunter is the Deputy from FC5. And he still dont talk. Joseph is allowed to learn and grow. Nice thing about nuclear winter... you get a fresh blank page to write your story on.🤣

I first saw the Judge when looking through the guns for hire roster early game and I thought "Oh, the Peggies are still around, neat." Then when I finally reached the bunker, I hadn't been to New Eden yet, and read that first note near the book, everything clicked. "Oh my god, Rook is the Judge." Also, in Far Cry 5, the Peggies released super blissed out animals called "Judges." Neat little detail.
