This is sort of typical on the East Coast even in the country with such a large amount of population in general some drunk kid hurts himself on the tower and then they fence it off. One of the benefits of this is that it keeps out most of the families and children. So you can usually just crawl under the chain link fence or jump over slide through a crack climb the tower and smoke a fat doobie doobie doo up top. Pennsylvania is one of the most beautiful states, should have gone to a waterfall.
