What Steve called a "learners Permit" was probably not a learners permit but what is called a provisional licence in Australia, the licence you get after you pass your driving test for what used to be one year and then you are issued with a normal licence after the P plate period. The P plate period has been extended to 3 years. The learners permit you get before your P plates (named because P plates are worn on the front and rear of the car). P platers can more easily have their licence cancelled.

Traffic policing in the UK involves police waiting for either a speed camera or numberplate recognition camera to flag up vehicles that are speeding or don't have the required safety inspection, vehicle tax and liability insurance. If you get someone legal to get insure your vehicle and you don't speed a serious collision is the only likely way to get caught for no license unfortunately.

Not a learners permit. Steve was wrong. That is if the system works the way it does in Australia. The L plates you use to learn and then you pass the driving exam and are issued with a provisional licence and some P plates to fix to the front and rear of the car. It's like a normal licence except your licence can be more easily cancelled. After your P plate period you can then be issued with a normal licence.

My Grandfather had a paper license issued in 1927. It had no expiration, no number, no testing requirements and no records were kept. The state started issuing him whatever current style licenses "as a convenience" in 1939 without charge.
@Kromaatikse11 сағат бұрын
@@coweatsman In Britain, the Provisional Licence actually IS the learner's permit. You are required to have a fully qualified driver accompanying you in the car, put L plates on the car, and are not permitted on motorways (though I think recent changes allow a qualified instructor to give you specific motorway instruction). The Provisional Licence also has a limited period of validity, either 5 or 10 years IIRC. P plates are not a requirement in Britain. You can *optionally* use P plates as a full licence holder, to inform other drivers that you're still a bit inexperienced and thus to give you a bit more space and time to work with. Unfortunately it probably has the opposite effect in practice, much like L plates do. The full licence does not have a regular renewal period, except for drivers in their 70s or so, when a regular medical clearance starts being needed. The expiry date printed on a full licence will be the holder's relevant birthday when that requirement begins.
@coweatsman7 сағат бұрын
@@Kromaatikse That is different to Australia. All licences have to renewed periodically, L plates, P plates or full driving licences. Everyone who passes the driving exam earns P plates and then after 3 years in most states when they renew their licence it will automatically be a full licence without the strict licence cancellation conditions for a driving offence and without the lower speed limits applying to P plates.

The ten year renewal is only if you have a photo license and is basically so the photo is a reasonable likeness. The older paper full license is still valid until your 70th birthday. @lehtoslaw We don't have MOT tags in the UK, it's purely an online database linked to the vehicle registration, so the police will have picked up on it using an ANPR camera mounted in their patrol car. As they drive along the cameras alert them to any vehicle they pass by that doesn't have a current MOT, tax, or insurance. I remember during the pandemic, all DMVs in New York were closed, and then they were rotating the opening of DMVs within a certain area, once a week. When I had to turn in my lease and pick out a new one, I had to drive to the neighboring county to visit the DMV. I got there crazy early and was first in line. Total visit was less than 10 minutes. BY THE TIME I LEFT, the line was out the door of office, down the hallway of the building, thru the parking lot, and down the street. The next day New York DMV stated that everyone would have a grace period because you now could only go to your specific county's DMV, whenever it was their turn to be open.

During Covid lockdown the UK government gave drivers a grace period where you could continue driving your vehicle for a couple of months after the MOT expired as all the garages were either closed, fully booked or too far away to drive to without breaking the lockdown travel restrictions. Although the Police could still impound the vehicle if they caught you driving it with an obvious serious defect.

My original licence was a little red book (I still have it), and it had to be renewed every three years, obtained in person from a local office - mine was Wimbledon - and it was quick and easy. On renewal a new piece of paper was stuck into the book. Then it changed to a printed sheet, folded and kept in a plastic wallet, but still renewed every three years; this was soon superseded by a paper licence that was good until age 70 (some will still be using them); this in turn was replaced by a plastic card with the holder's photo.

We do not have stickers on our cars in the UK. Cars have to have valid tax status and MOT (essentially a fitness test). You may be provided with a paper MOT certificate but the police will check online to ensure that everything to do with the car is legal. They also have roadside access to the driving (not driver's) licence database as well, if that is necessary.There is no legal requirement to carry your licence or MOT 'certificate' in the UK.

Being stopped, questioned, property taken, put before a judge for trying to get from one place to the other just seems more and more dystopian every time I hear about it. How many different applications do we need to make for permission to act? Pay taxes to pay for the roads and get taxed on the purchase of a vehicle to drive on roads you've paid for. Only to get pulled over and fined for not having permission to operate on roads you paid for with a vehicle.... That you paid for.
@NearlyFullyFreeКүн бұрын
But how would it work if everyone didn’t need a driving licence, - or insurance? The reason why we have these is to identify owners/drivers and protect other road users, pedestrians and property owners from injury or damage done to them.
@nunyabusiness747733 минут бұрын
@NearlyFullyFree Taking personal responsibility. Insurance would definitely be recommended. If you cause damage to someone else's property then you're liable for it. If you have insurance to cover excellent. If you do not have insurance you would still be liable for damages to others person and or property. I'm worried about other people damaging your personal property and not having insurance to cover it? Take out your own uninsured motorist coverage. Then your insurance company can sue them for reimbursement. Otherwise the legal system should then step in to take action just the same way as it would if uninsured were to cost someone property damage the same way as it would in any other situation. Breaking a storefront window for example. It's already against the law whether you break someone's window with a rock or your car.

Provisional licence is a learner permit. It normally lasts up to 2 years (I think) and is intended to allow you to take driving instruction (no in school drivers ed here, just driving instructors) and the tests required to get a full licence. That long ago, it might have been a new thing and maybe the guy thought it was a proper licence? You don't need to prove your licence to MOT a car in the UK. Plates are assigned to the car and stickers (road tax here) is based on the car having an MOT/insurance not the potential driver of the vehicle. You can't get insurance on the car without a valid licence (or lieing) so either someone else insured the car or the guy said he had a licence and never needed the insurance in all those years. Full UK drivers licences expire every 10 years, and at some point each year the news do a story reminding people to look at the expiration dates as you don't get any communication when it expires. Renewal is pretty easy now, mostly or entirely online. Previously you had to send your documents via post. There is no equivilent to the DMV offices here, unless you count the post office which does much of the same services.

In U.K. we have a provisional licence that we can drive with for any length of time, but must have someone accompanying us that owns a full driving licence . We have option of using P plates to show other drivers we are probationary driver, if we wish. (In Northern Ireland law is slightly different and must use R plates - denoting ‘restricted’, for one year after passing driving test and restricted to 45mph). Our registration plates on front and rear of cars do not need renewed and stay with the cars forever, unless we decide to change them, often to personal plates. We no longer have displayed road tax or MOT (vehicle road worthy test) shown on our windscreen, as it is all on the system. We cannot get our vehicles road tax renewed each year without having proof of insurance and MOT. We do not have to provide our driving licence or insurance to police on road stops, but if requested we can then provide them to our local police station on a later date. We get points put on our driving licence for offences like speeding, not wearing seat belt, or driving with bald tyre, etc. Often 3 points for some lesser offences and if you reach 12 points you lose your licence for at least 6 months normally. A UK licence does 10 years now. A lapsed licence in U.K. for a year or two, is regarded only as a minor offence and generally you only get told to renew it.

On the subject of renewal stickers here in the US, Kentucky went from yearly plates to stickers about 40 years ago. However, there was a problem. The stickers, while they had the year number, also had a registration number that was 8-12 alphanumeric characters long, that was only in the state computer system. People would get them attached to their registration renewal. This would cause issues for several reasons... 1. People would sometimes put them on the wrong plate (and more often deliberately than accidentally, as registration based on birth month was also when you paid the vehicle's taxes, so renew the clunker and put the sticker on the year old truck) 2. Dealerships often had stacks of new plates and sheets of stickers (as paying the first year's taxes were part of the purchase and the dealerships acted as the collector for those in the sale) and were often careless on putting the right sticker on the car it was meant for, or even registering that the sticker was used. Even more often, they would use stickers either not issued, or meant for another vehicle, on their own (example, a car comes in by trade with a sticker showing 8-12 months to expiration, is supposed to get a new sticker (with the buyer's birth month) on resale, but some would pocket the new sticker and let the old (invalid after the sale) sticker go back out and use the new one on their own vehicles. As the son of a salesman in the 80s and 90s I often found that "my" car (which dad kept in his name to be able to immediately trade for a "better" car (they never were, and by the time I fixed one out of my own pocket he'd trade it for another clunker)), almost never had legal stickers on them, unless I got the renewal notice and did it myself before he found out (and since the clerk knew who I was, he didn't question my doing it for a car not in my name). 3. This actually led to things like registration stickers commonly being stolen off plates in parking lots, driveways, and junkyards, and break-ins at small used car dealerships where they might steal 1-2 cars, but they'd also steal the plate transfer decals as a sheet could be worth more than a stolen car. As the registration on the sticker was too small to check except during a stop, it encouraged this kind of crime Eventually though, tech caught up and the state changed to monochrome stickers where the registration number matched the plate, that could have the expiration date and plate ID (in larger text than the old sticker's serial number) printed on a blank sticker attached to the registration receipt IN each county clerks' office (and possibly the dealerships; dad passed 12 years ago, before the change), so that it was obvious if the sticker didn't go with the plate it was on. This reduced misuse and almost completely eliminated stickers being stolen off cars.

When your car tax is about to expire you get a reminder letter through the post (or an e-mail if the DVLA have your e-mail address) with a unique reference number - pop it into a simple online form and you'll be done in a couple of minutes. Hi Steve, a provisional licence is simlar to learners permit. You need to renew your licence if you change address or every 10 years with a new photo, every 3years if over age 70. Lancashire is a county, is both a town and a county of some 1,100 square miles. North West England. We don't have tags any more its all on computer, licence details and insurance details, and the police traffic cars are equipped with ANPR cameras, it flashes up and sounds an alarm in the police car. It costs £21:50 $26:71 to renew in a post office with a camera. You can also do it online, it costs £14 or $17.39 to renew a photo id. It gets sent off to the DVLA and takes up to 3 weeks to get your new licence, the post office will give you a letter indicating that you have applied for a new licence, in case the police stop you, before the new licence arrives.

This reminds me of my grandmother on my father's side. She had been driving since a young lady in the late 1940's, her husband's car which was registered to him, and finally got her license in the mid 1980's when she was 65 yrs old in Las Vegas NV. So yeah she had to drive, as big as that city was even back then. When she went to the DMV they were shocked that she was getting her first license after so many decades of her being alive. It was a different time back then and you really didn't need an ID for most things. Still, she had no problem with driving without a Driver's License, and never got pulled over once.

Until they became photo licences a licence lasted unless there were any changes needed.

Or until you reached 70. My full licence (paper) and my wife's paper provisional both issued in the 80's are still valid.

I still have my military driver license that I got in 1977. I had to drive the truck with food from Mitchell Hall to the basic cadets training out in the field. Amazingly, I was certified for everything from a 1/4 ton to a 5 ton.

Rapper actor Ice Tea got pulled over in New Joisey driving a car with a 3 year old expired registration for a missing front license plate and an expired license. Brainiac Tea argued with the cop he was on his way to the DMV. He also said he had 7 cars but didn't say if they were expired too. He got 4 tickets.

I'm surprised tho, he didn't pull the "Don't you know who I am?!" card. 👍

In the UK the police have a central database that they check your licence against at the roadside, ditto they check the insurance, the MOT (annual car roadworthiness check) and car tax. They let you drive on and it's just a fine for tax, if any of the other three are wrong, you can't drive on, they impound the vehicle and you have to pay to get it back. You don't pay in 2 weeks it gets crushed, or possibly sold. If the driver doesn't have a licence but someone else in the car with insurance to drive it does, they can drive on. Their cars sit with the ANPR (Automatic number plate recognition) system quietly clocking index plates and auto checking them against databases: no one with a licence at the address where the car is kept, car not insured, no MOT, no tax on the car, they get a flag and they stop you. And we still have 1000s of uninsured cars on our roads.

Isn’t the insurance in UK linked to the driver, instead of the car? I think I saw something of that sort in one of the police series (Interceptors, I think) on TV while flipping channels. The ANPR system is in place in Norway as well
@HarryOld972Күн бұрын
@@johanw9513 In the UK insurance is always for the car and a list of named drivers. Policyholder and spouse is a usual pair. You can also get 'any driver' policies, but they are very expensive these days.

Renewing your license is really easy in the UK. You can get a form from the Post Office, fill it in and drop it off there or you can mail it in, or you can renew online.

A Provisional License is basically a Learners Permit with bit less restrictions on it. With a Learners Permit you can't drive after Night Time or certain Hour, Can't drive a certain distance away. Not allowed to Cross State Lines, No Passengers. With a Provisional License it gives bit less Restrictions, Allows you to Drive at Night and or Drive a Certain Distance, Able to drive State lines, ability to have passengers.
@StevenLockey2 күн бұрын
Thats not what a UK provisional license is. In the UK a provisional license only allows you to drive with an instructor/certified driver in the car. Also you aren't allowed on motorways.
@TinWhisker2 күн бұрын
Motorways have been allowed since 2018. Also 'certified driver' makes it sound like they are certified like an instructor; all you need is a qualified driver (someone who holds a valid license) for at least 3 years.
@mdshovel2 күн бұрын
In UK, "Learner's Permit" is far more restricted ... cannot drive unsupervised anywhere at any time
@StevenLockey2 күн бұрын
@TinWhisker Oh didn't know they allowed motorways now. Couldn't think of a better word than certified but I think there are a few extra conditions.

A Provisional license is a learner's permit, yes. Once you upgrade to a full license, that's yours until you get elderly and they want to check you're still fit to drive, barring medical or legal stuff. Lancashire is a county in the northwest, with some towns and deeply rural areas. Whether you needed a car or not would depend entirely on where exactly you lived - but if you're on a farm or in a small village, a car isn't optional. And as for tags, we don't do them like you do. A car is registered with the appropriate agency when it's first sold, and those tags stay with it forever unless someone gets fancy and registers personalised ones instead, for what's often a small fortune. It's the MOT (government safety inspection every 12 months after the first 3 years of its life) that regulate things; you can't get insurance without an MOT after those first three years, and you have to have both for it to be road-legal.
