Didn't explained why dissolved 02 decrease to 1.5 % from 3% ( like what does it mean?)

Because when we see the oxygen dissociation curve, the affinity of O2 has been increased means the HB is giving up O2 more quickly, also the ventilation ratio is double too means the blood is passing in double speed from alveoli than normal, so the O2 is bound to Hb normally (as it takes only 1/3rd time of what is actually provided in normal condition) but the O2 to be dissolved can not be dissolved entirely hence the less %age.
