I like how the interviewer “agreeably” mutters “um-hum” sound in the background repeatedly, despite the convoluted statements of the “expert.” The interviewee conflates the management of water resource and water control to make the argument that is necessary to create, what he calls, Department of Water. That reasoning is logically irrelevant as there is already a department or an agency dedicated to flood control (according to him), which clearly focuses on the discussion. Creating a new department to mitigate flooding is not the solution. Instead, the government has to initially and intelligibly identify or establish the major causes of severe flooding. One leading problem in the Philippines is the ubiquitously poor drainage system, according to the interviewee during his prior discourse. Substandard drainage infrastructure, without a doubt, is one of the culprits that causes systemic flooding. Another factor that worsens the flood situation is the copious numbers of informal settlers in the Philippines. These people largely contribute to the exacerbating problem of flooding as they use the streets, alleyways, waterways, such as rivers and canals, as their personal dumpsters and waste bins to pile excessive amounts of garbage. Waste products that are disposed improperly effectively impedes the flow of tributaries, that not only causes flooding but also contributes to water contamination and pollution. There is no quick fix to the flooding problem in the Philippines. However, putting emphasis on upgrading the drainage system and slowly decreasing the number of informal setters by introducing apprenticeship programs to indigent Filipinos, living in slums, to create jobs that can help these people improve their way of life, will significantly reduce the issues on flooding.
