Yes, that tends to happen when dog gets abandoned. Their loyalty keeps them waiting there. Usually the owner abandoned them or passed away and never came back. He doesn’t seem abused he seems like a friendly dog because he’s still wagging his tail.

I adopted a cat from the Humane Society and when I brought her home she hid for 2 weeks. I left her alone and let her get used to her new home. After two weeks she was under my desk and so I reached under and stroked her head. She was okay with that and slowly let me pet and hold her. She was a very good cat and very loving.
