Do the drink packages include the Cheers package before the cruise?

Do you mean before you set sail? If you do then yes as long as the port you leave from is not NY or Texas then it starts the 2nd day.

If I make specialty dining purchases with on board credit precruise and I decide I don’t want to go, is the onboard credit re-credited to use on something else?

I would just wait until you know you want to go. The last thing you want to do on a cruise/vacation is try and fight over refunds at guest services.
