Solution: Every truck that goes to Mozambique for fuel import should declare 60000 litres. If they declare anything less than that or the weigh bridge is broken, they should still be taxed for the amount of 60000 litres of fuel. LOOPHOLE CLOSED.

This problem goes beyond diesel...with me working in the mining industry, you will realise that this type of criminality happens with all commodities mined in this country. Just set a law mandating that all trucks load maximum capacity of the trailer. If the trailer is 60 000L tank then it can’t carry less than it’s maximum load. Set the tax based on the trucks load maximum and you remove all incentives of tax evasion.
