I'm curious as to how a taxi can scam for fares. I'm thinking the store doesn't want "Gypsy Cabs" parking out there. For those not familiar with Gypsy Cabs, a Gypsy Cab is just an ordinary person offering rides in their car for a fee. People are better off in cabs because at least they're insured. A Gypsy Cab might not be and if you're involved in an accident and injured, you're not covered.

A "hack" in modern English and in this case is short for hackney; the term is used for an informal taxicab or any vehicle for hire really. It used to refer to the average-sized horse for riding purposes that were often hired out to pull a coach, as opposed to the larger/stronger horses utilized for hauling things or used in battle.
