The elf baked highlights are beautiful you just have to scrape the top layer off and it will fix it. Try it. It's so worth it!

The film that forms on powder products is often due to a build-up of oil on the top of the powder. It sometimes happens if you haven't cleaned your brush in a while or if the foundation and cream products on your face are transferring to the powder in the pan. I find the best way to get rid of it is to scrape the film off using a q-tip. Using your finger or something else often just gauges the product and takes off way more than just the top layer of film.
