If there is no information provided it will be left as zero, as we can assumed there was no cash

The question in our free lecture notes which you should have downloaded from our free website before watching the lecture (as is stated above and also at the start of the lecture).

why the opening balance is under jan not nov? isnt because the question asked to start from jan?

It is because the question asks for a cash budget from January to June, so the opening balance is the opening balance for the cash budget i.e. at start of January. (However the question should really make that a bit clearer).
