Common mistake. When the bees are fanning, it's not queen pheromone. They are fanning pheromones from their own Nasonov glands. It's fascinating to watch when the bees start to march in, in response to the wafting pheromones.

DONT SMOKE A SWARM they are not defensive at this time and they need to be able to smell the queen and communicate via pheromones !
