The thing is twisters/tornadoes are air currents. In large cities, air currents are disrupted by the skyscrapers, streets. There are open spaces, but not large enough to lauch a twister, nor will it last long as it tries to travel. Chicago has had small twisters that formed in parks, tore up some trees, but didn't get strong enough to churn up debris. So I'm amused by twisters ripping through downtown L.A. and such. F4-5 tornadoes start as the convergence of warm and cold air, which twist and drop to the ground. They gain in strength depending on the force of the convergence and open space to gain momentum.
