I think depends to the budget and if the guests are VIP. Another reason some people over eating the portion that belongs to 5 people only 1 person consumed. While good service have reg scope each guests and all food devided to same portion .

Nope buffet in catering simply means the type of set up. You have the option of plated or buffet. Plated means your food is brought to your table, rather buffet Means you come around to a speed and choose your food

It depends on the host chosen package. There are types of buffet where the guest can get there own food on their own and the other type of buffet called "managed buffet" maybe the organizer wants the food to be managed by the staff or chef for the food to be able to be sufficient to all guests in the party and to prevent food wastage. Practicality wise.
