This is most likely very shallow water and the boat is a flat bottom or airboat type, these boats don't need much water to run on. The camera was at an angle that makes it impossible to see the water depth. Anyways, this is the only explanation aside it is a total hoax.

As stated in this interview from Oct 2020 “She said the spectacle could be explained because the river was only about five inches deep in the middle of the river. Its a flat bottom boat with the trim raised up on the motor so that the prop is barely in the water. It allows you to travel much faster by boat. The moose is aware of the waters depth. Our prospective of the water from the boat prevents you from clearly seeing the water depth. I’ve been in flat bottomed boats while raising the trim all the way up so that you can glide, so quickly, across the water. Smart moose though.

That boat is what's known as a Fan boat, that is a boat that uses an above water "fan" to propel the boat. That explains how the Moose looks like it is walking on the water because it's just very shallow water and the moose is just running in shallow water.
