Even though Dubai isn't a oneworld hub, but why CX fly to Dubai rather than fly to Istanbul?

I believe Cathay suspended their service to Istanbul due to economic reasons.

Istanbul (and Turkiye as a whole) is growing to become a popular tourist & business destination, which i think that Cathay has a decent market especially for those who want to visit there but if using TK which mostly flights are nonstop which making the fares would be very pricey if they're terminating only at IST. So CX can play a role in this hub-spoke market.
