It's the same reason that, in the comics, led Lex Luthor to claim something like "Clark Kent is built like a tank, but obviously he can't be Superman because Superman is a powerful alien being and Clark the son of a farmer who gets bullied at his own work". In a recent comic Selina drags Bruce, Clark and Lois to a costume party, gets Bruce and Clark to dress as Batman and Superman, hands her own costume to Lois and wears her dress (claiming she'll bribe/seduce her way in the party) and they get surrounded by random people in random costumes. Capes are so popular there that you can't tell if you got the real Catwoman at your party or a bored socialite believing a Catwoman costume is just a sexy thing to wear
