Not to mention him and whatever neighbor called it in having beef moving forward. We've all had the neighbors who would react to this by cranking the music up for the last possible hour in the evening and then maybe installing a gigantic floodlight that points in their living room "for security reasons." This kind of judgement helps keep those vindictive instincts at bay.

Ken Breaux Actually he does. A citation by an officer is considered an arrest. Even if it’s on cite and release or ROR. The only difference is that you’re not booked into jail where do you take your mug shot and fingerprint.
