Caulifla found her and adopted her into her gang so they are basically gang members with caulifla being the leader, the anime gave a glimpse of this. Kale had so much respect for caulifla in the manga, that despite knowing for a fact she was more powerful that caulifla she held back on purpose. Essentially kale just has respect for caulifla, there is no indication of any type of relationship between them other than that of respect and friendship. The fact that they are gang members is why they reffer to each other as sis, just like how you would reffer to male gang members as bro or brother.
