I'm from the USA. Judging by what I saw in this video it seems Canadian politicians are just as susceptible to "donations" as ours are. You have my sympathy.

I live near Boston in the US, and it's cheaper for me to drive all the way to the airport in Montreal than to fly from any airport around me... I've found that for international flights it's often double the price to fly out of the US vs. Canada. I completely agree that it's way too expensive, but you could have it much worse!

I'd favour a scaled system. Under 2 hour delay and no missed connections? Minimal need. 4+ hours/missed connection: $50 to cover a nice steak dinner and priority on getting to destination however is most efficient. 8+ hours: Lodging if needed, $100 for expenses and upgraded seat if viable. Over 12 hours: 50% Refund+$100, lodging as needed. Upgrades if possible. 24+ hour delay, Same as 12, but 75%. Option for full refund and additional compensation on request. (In case of a 3-day trip being halted.)

What happens if a passenger has multiple connections and/or has a very tight itinerary that involves some "hard to get into places"? Or what happens if it's only a 1-2 hour delay but the passenger misses a very important appointment like a meeting with a doctor (for a serious condition/or if the doctor is really busy)? Otherwise, your idea seems pretty sound.

icycannonball in any of those scenerios what could they possibly do? Personally study medicine for 10 years then come back and give you the medical treatment you were seeking ten years ago? Giving you a meal voucher wouldn't solve your problem, nor would an extra hundred dollars. As someone who frequently used mass transit systems, I understand the frustration, but fact of the matter is, delays are so incredibly common they should be expected. Not saying that's right, because like any business the agreed upon transaction should be carried out as agreed upon. After all if you went to the dentist and they made you wait in a cramped lobby for 18 hours that'd be absolutely ridiculous, but if every time you go to the dentist there is a 30 minute wait the next time you go you should at least expect said delay and not plan a life changing event 35 minutes after your scheduled appointment...

Well by the end of the day, you paid for a service. And if you're missed out on the service, you should get compensated. The difference betwen a dentist and an airplane is that the moment you step your foot inside the airport, there is no return. Your bag has been sent in, you passed the metal scan. You're trapped inside an area with ONLY overpriced frozen food, and terrible sleeping/resting areas. At worst in an dentist area, you might have taken off your shoes for hygienic purpose. And maybe 15 minutes trips and lost gas. That's it.

The funny part is there are a ton of avionics systems that can be claimed as "mechanical" problem so the airlines would never have to pay under this.

I work as a flight attendant and I find the most delays I’ve been involved with were caused by the inbound aircraft being delayed by some reason often weather and air trafic control congested airports etc causing a domino effect. I do think mechanical issues and overbooking should be stopped but ppl also shouldn’t book their connections so closely! I’ve had passengers worried about missing their connections when the plane lands early. I think what would really make a difference would be to force the airlines to schedule longer turn around times. If they had to prove that it’s possible to deplane clean and prep the aircraft and have the new passengers load and depart on time even with like a 30min or some reasonable delay of the inbound aircraft (especially if it’s coming from locations that are always causing delays) then the amount of small delays would significantly decrease. Other than that and doing something about over congested airports, which is what’s caused me to have to sit on the tarmac for hours like the lga airport just being too small so saying we can’t take off until it’s cleared up because then we would not be able to land in lga if we did. Or being stuck in a line up waiting for a chance to turn into a taxi way to get to a gate. I don’t really see what could be done but I don’t think this legislator is going in the right direction

I was delayed on my way to my vacation in England and my luggage was lost too - one the way back I was delayed again and they damaged my luggage bag significantly. Not pleased I can tell you that. This was Westjet less than a month ago.

Even during holidays and vacations they still manage to mess up. And by law they are supposed to give refunds but of course they won’t. Paying thousands of dollars for a service to just get pissed on :$

always remember it's better to have a mechanical problem with the plane on the ground than at 36,000 feet. both of Canada's major airlines gouge customers with wj quickly following ac's lead.

I was flying Hainan Air from Shenzhen to Beijing to Seattle. The flight out of Shenzhen was delayed due to a LOT of snow in Beijing. I arrived in Beijing just in time to see the Seattle flight depart. So I went to the frequent flyer counter and requested a discount hotel room and a change to the flight the next day. change of flight was no problem and no charge. But a discount hotel room? That is what I expected from a US airline so I was surprised when the discount was refused. Instead..... A free class 3 hotel room (mid range hotel), free dinner, free breakfast free ground transport...... Just... wow. China's air rules do not require much, it was just the airline's policy (They owned the hotel so it was no big deal). I like that policy and have only flown Hainan since that day. Other airlines should take note about how to keep people singing their praises....

in United's extremely limit defense, he was stopped at the boarding gate and ran past to re-take his seat, he was then asked to leave, and the security was force to escort him out. However, they went to far with it and lost an grounds they had so it balanced out, they reason was because they had 4 airline crew that need to get to the city the plane was going to or that flight would be cancelled. The asked if anyone would be willing to give up there seat for compensation, when no one did the where force to de-board some.

I'll be sure to skip Canada when flying abroad if 3 hours on the tarmac is deemed acceptable! I feel bad for the elderly, people with kids, with medical needs, and specially people with time constraints.

Ambrielle-Lyn McQuaker was the way I was going there to see how much people are actually going there is a great job with my parents to help us with the money they will do so they can make them look at their cars long time and then we can go to a new one and they have to do it a little while they’re here in front of my house so they can get a ride and then they go go crazy woman I will have a car 🚗 I don’t like to do that I think so they do not like the stuff I have want me to do it I have a lot.

depend, if it is mechanical issue, then the airline should be accountable to get the plane ready and safe to fly ahead, so you should get compensation, however if it is beyond airlines' control like bad weather or terrorism /war, then it might not.

When it comes to making sure the plane is safe, take as much time as you need. I rather the plane be safe than everyone be in a hurry and something happens.

After a 3 hour delay for weather AND waiting for a flight crew, my husband and I were stuck on the tarmac for deicing for 2 hours only to then be told they had to go back to the gate because the flight crew ran out of hours. It was another hour before they finally called our flight canceled and another 6hrs to get the next flight in the morning. Most of that flight including us were trying to get to Kansas City, the next flight took us to Laguardia in New York where we all had to run in an unfamiliar airport to catch our connecting flight home. Luckily us KC people made up a lot of that flight so they waited for us. The whole thing was a nightmare because the airline did nothing for all of us who then had to stay overnight at the airport. No hotel or even blankets or pillow. The next time we visited my grandpa in Michigan, we drove the 14hrs.

First of all, the airlines need to prioritize connecting flight passengers since they are in the middle of their trip. Then about safety, for sure we don't want to fly on an airplane that would drop its parts during the flight or possibly lose cabin pressure or even worse drop engines and wings. Then it is about time, especially the business class people who need to be on time for their meeting maybe later that same day get delayed and miss something important. If they have too many airplanes breaking down so much, it is about time they use newer tech airplanes that are better than the old ones, the best would be to invent the electric airplane that can fly Canada to Dubai and back before it says battery low.

Airlines should be expected to have their aircraft in good working order at all times and if they're not and it delays the passenger, then they should have to pay for it. Fix their aircraft on their time, not ours!

Some areas eventually have much more delay due to the geographical locations and weather. Runways may be closed due to high crosswind or low visibility...........

I have a very strong credit card that gives me insurance against flight delays (4 hours or more) and flights cancellations. I do have to pay a 120$ annual fee

LOL - if these airlines had to pay compensation, there's no question that prices will go up and these same people will have more to complain about. Prices are already high enough and as someone who flies frequently for work and leisure, I don't experience that many delays that it is a big deal. I know the risks involved when I fly... no different than when I drive to work. If I want zero chances of my car getting into an accident then I would walk, bike, transit, take the taxi, etc. to work. If I want zero delays when flying, then I will stop flying. I can't imagine what it would be like to work with some of these people - they would be so high maintenance, expecting perfection, etc. Nothing is perfect - yes, speak your mind, provide feedback, fight the fight, etc. but then move on and make the best decision for yourself. The great majority of delays I experience are absolutely weather related. I think they should implement this as I would love to see prices go up just to watch people complain. Perhaps it's a blessing in disguise - I would still fly but there would be less of these complainers on board with me due to higher prices :) I would just feel bad for the people who understand delays can happen but who couldn't afford the higher prices. Just more important things in life to get upset about than flight delays. But everyone has their own frustration triggers.

I think it's safe to say I've flown more than most Canadians. Having said that it's the American border security at the Canadian Airports that foul things up most from my exp. I recall a delay at Pearson where I boarded 20 min after the posted departure time and I was one of the first to be seated. It was all due to the Yanks not staffing enough gestapo.

Happened to me several times. Arrived at the airport only to find out the airlines has sold my seat to someone else, or not even sold it to someone else, but insists I buy my seat "AGAIN" or they will sell it to someone else, and at a hugely inflated price. Kind of comes close to robbery. Always a American airline company.

The Canadian government has always put large corporations above it's citizens. I have seen it in every possible example you could imagine. This is why so many protections seem to be glossed over because the corporations come first.

In 1986, my dad's former Navy shipmate, Dante, was our travel agent. He said that when people check in their luggages early, they wait a very long time for their luggages to arrive at the airport luggage circle. So, he told us not to check in too early.

Garneau's logic that Canadian carriers are being protected this way to keep competitive and to keep prices AS LOW AS POSSIBLE, somehow don't really ring true, does it? Canadian airline pricing is one of the highest on the planet. I think that we should just make sure that we don't fly on a Canadian carrier when we fly overseas.

I transit through Toronto's Pearson int'l a lot and there's nothing worse than that airport at night, it's like a homeless shelter, nothing is open, people are sleeping on the floor, there's hardly any staff to help you navigate and it's just pure hell each and every single time..the flights with Air Canada are almost always running late so i learned to budget a few hours between connecting flights. Westjet on the other hand...just run away from them and keep running

They have changed the rules here in Canada, and as a passenger I am happy. But airlines are not! Now airlines have to pay hefty compensation fees to passengers...

CBC please define TARMAC, TV News readers have gotten in the habit of calling any surface on the air side of a terminal TARMAC, why who knows since pilots and airport officials use the term. Their are 4 specific areas on the air side. 1- Gates or Gate Area, 2- The Apron, 3- Taxiways noted by the blue lights and finally 4- The runway, lined with white lights. At times aircraft parked overnight to be ready for the earliest morning flights may be tugged back of the gates in the Apron, and referred to as the parking area. Please use more accurate terms when speaking about airports

For the last time! It’s not tarmac, there’s the ramp (the gate area),the taxiways (the little paths that the aircraft drives on) and finally, the runway (where you take off)

Not everywhere. Some of the major hubs but not all. Canadians don't have nearly as many choices. I have 3 airports nearby and I live in a rural state.

I never get why do companies get to avoid admitting wrong doing while paying fines, if you are paying the fines then you did something wrong.

US has some great local investigative journalism and also national like 60 minutes 20/20 etc. or 60 minutes at least opens its 53rd season on 27th September

In Canada, companies and establishments usually have little to no liability toward their members/customers... Even if there is laws! I tried to enforce the "Politique d'exactitude des prix" here in Québec and given up when I saw how I would have to make a huge case out of it... It's time and energy I don't have for a couple of dollars! If the store employees don't want to comply with the law, then you have to build a case with solid proofs if you want law to be applied! Good luck with that!

After flying Air Canada late flight, waiting for over two hours on the Tarmac waiting for a gate and being abandoned for over two hours with 6 other wheelchair bound passengers I would give a big thumbs down to AC customer service...it does not exist?

Me and my husband were flying from Calgary to Newfoundland and got stuck in Halifax for 16 hours due to weather back in December of 2011 and we were told we had to book our own flight to St.John’s and all we got was food vouchers we flew air Canada when west jet was rebooking and putting passengers in hotels my husband and myself had to sleep in the airport and our luggage was missed placed and made it to gander before we did

Air Canada has so many cancellations/delays bc they suck at being on time which means they get the worst flight plans and end up having super long delays as more and more airports are like Syndey which doesn't allow planes to land if they are more then 15 minutes late thus will require need to reschedule completely as the plane lost it's spot which normally means a cancellation and another flight the following day or a 6-8hr delay. This also means if you had connections you'll have to rebook another flight and PAY for it as most countries don't reimburse NOR rebook you as it wasn't that airlines fault that the other airline is crap and didn't show up on time.

Question if I book flight out of San Diego there is a layover in lax but if i fligh out of lax it is over hundred dollars more why !?

Marc Garneau must have stock in Air Canada, because he's only fighting for big business not the people that keep the airline going. This is why I would be buying travel insurance if I had to fly anywhere in Canada, it's a good thing I'm covered under American laws.

government and corporations are always in cohorts. This is why there is never any meaningful regulation to protect consumers and never any meaningful enforcement if there were. We live in what is called a corporatocracy.

It'll be interesting to see how the new law effects Canadians flying rights, hopefully for the better! The new bill won't however reduce delays due to storms because3 as we all know life happens and there are some things you can't control right?

if airlines were told they had to compensate for mechanical issues often they would go unresolved and cause safety issues.

so we flew out of Toronto to central america and guess who lost our luggage for a few days... no apologies from aircanada at all yet it was stuck in toronto. The host airline (from central america) apologized greatly for the loss. I love central american airlines, yah get a hot meal with some airlines and you can upgrade your seat for dirt cheap. Now, when our trip is done air canada has us leaving at 1030 at night flying into a major city in central america at midnight then we have to make it to the airport for 5am. I checked the many airlines here (its true capitalism here with lots of airline choices, unlike canada - monopolies run the show). Anyhow, lots of flights fly out of where I am to the major center for dirt cheap (under 80cdn, try to do that in canada - impossible as monopolies run the roost). I called air canada and they want 150 dollars plus the difference in fair to change the flights. So odd. I then said just cancel that one little flight cause if you take another flight and don't show up for your initial flight they cancel the whole thing on yah. So odd. Nope, they can't cancel that one little flight without charging the 150 dollar fee then charging for the new pricing on the final flight back into canada. Arggg... Next time I'm booking the whole flight with some of the other companies that fly into toronto or montreal. Done with air canada. I always feel I'm getting ripped off and gouged. I sure wish the government would allow more competition in, but of course so many pension plans are tied to air canada - the monopoly. Canada isn't a capitalistic market place, its merely run by monopolies (from banking to airlines, to finance etc...). They are strangling us in every way. Pawns we are.

So, it's almost the end of 2019. What came out of proposed bill? "We looked at other countries and 3 hours is the norm".... humm, so you implement what hurts the traveller but not the laws from those countries that protect the traveller... bravo

when i travel i pac for delays and cancelled flights....basically i pack for a weekend when am going through airports. that includes food and clothes. 30diapers for my son. sanitary napkins for myself. underwears, bras, blankets, towels, a pillow case to stuff clothes in to make a pillow. so i dont have much of a problem when either happens. i relax by a socket, connect to airport wifi (download movies and cartoons from home so we can watch if no wifi), and wait by our gate

I'm not sure why people when stuck on a plane, and the carrier will not let them get off, ALL the passengers need to ban together and file a LAWSUIT FOR FALSE IMPRISONMENT.

Government agencies, don't enforce the laws, and don't hold airlines and other big companies accountable. Canada needs laws and agencies with teeth.

If airlines do not have to compensate for delays due to mechanical malfunction, isn't that as bad as telling them they do not have to invest more on mechanical maintenance? And wouldn't that lead to big accidents?

Not true whatsoever. Why would an airline risk losing a hundred million dollar aircraft, bad reputation and the cost of compensation in comparison to a few thousand dollars.

in a cab you dont pay for the ride until you get were your going... thats the way flying should be... It would stop the way passengers are getting treated... If they dont do what there paid to do they shouldnt be paid... if you get in a cab and tell them to take you some place and they take you to a completly different place and tell you they might take you were you wanted to go later whenever they feel like it .. you wouldnt put up with that .. why put up with it from airlines??
