I can relate since surviving several hurricanes and flooding. We were not forced to leave our property, but warned and recommended to evacuate as all utilities and public services were cut off for many weeks. Most of our neighbors stayed and we all helped each other in the days following.

Legally, they cant make her leave. They can prevent her from returning if she leaves the house, but they cannot remove her. Now if she goes next door to the neighbors, they can 1) prevent her from returning, and 2) arrest her for trespassing and looting even though she got permission from them. Charges that can be sorted later after the emergency has passed, essentially the neighbors wouldnt press charges.
