Idiots. Tunnels are never needed. They claim to save money meanwhile dozens of gravel yards have excess materiel for sale that could build alternative routes. They approve building permits that are unwise and proven to cause traffic jams, apartments and small residential lots (sardine can theory) usually the culprit. The media could care less, never studying or talking about it on their own.

Nah, tunnels are the safest place to be during an earthquake. The shock ripples on the surface leaving tunnels nearly untouched, like a submarine below a hurricane. And Aboveground Highways are dangerous, during the San Francisco Earthquake in the 80's a highway viaduct collapsed, killing many.

Modern TBM-created tunnels are lined with small, curved panels of high-density concrete. This is done to make the tunnel more flexible. In the event of an earthquake, only some of these panels will crack or fall out instead of a huge solid cylinder cracking all over the place.

Depends on the job and how many TBMs they can get. In theory you could use just one for the whole route. Realistically they would use multiple TBMs to speed up work as much as possible
