In my opinion. South Korea nor Taiwan should be producing Americas chips or any critical component. Bring manufacturing back to America. Stop pandering to South Korea, which plays both America and China. Looking closely, it's hard to tell who South Korea serves. Military support, sure. Critical manufacturing no.
