Haha I couldn't believe it either but the street location is a set. It's basically a fake Shibuya with green screen walls all around it. They also filmed Alice In Borderland there! It's honestly such a good set because it's pretty big and you get natural sunlight but obviously you can just add whatever.

It was filmed at Ashikawa Scramble City Studio. I noticed right away that the buildings/storefronts are not correct. It’s a full sized Shibuya Crossing set with green screen walls in the Tochigi Prefecture. It’s pretty much impossible to close down the actual Shibuya Crossing.
