You talked about old seals around the window however the test talked about a new apartment so how is it possible to have an old seal

The apartment is new to you, but it is not a new apartment. (In other words, you have just moved into this apartment, but the windows are unfortunately letting in city noise and cold air). One way to fix these problems is to ask the building manager to replace or improve the quality of the seals around the frame.
