Fun fact: If you play as regular Civil Guard (Infantryman or Sweeper) sometimes, you could play as Law Enforcement or Policeman, so basically its not only Civil Guard is consisted of Armed Civillians, but also local Law Enforcement. I just wish there could be more weapon variation for the standard Partisans.

You're a pretty good shot. Also, even if in the lore the Aqualians won that battle, Antares could continue to push and run down the Aqualian defenses until they don't have enough manpower to hold. And maybe, just maybe, if Antares gave up, Aqualia has lost so much land that they wouldn't really have any space to rebuild their country. It was really over before it began..

In the Lore, Aquila did lost but managed to hold out for a significant amount of time, and by the halt of any Antarean bombardment, the Civil Guard (Aquilan Partisans) and the remaining Aquilan Infantry have time to fortified the rear back and defend the city central better, and as we can see, few elements of Aquilan Armored Division also manage to reach the city and engage in one of the first example of Tank Combat in the history of Forma.

theyre the civil guard (basically armed civilians to bolster the army's lack of manpower) they know how to use guns but dont have adequate trainimg compared to the army they've been around since the start of the war

im pretty sure this is the last Aquilian line of defense, which means that these are the Civil Guard, which are are basically just civilians who've decided to take up arms to defend their city, they usually consisted of poorly trained partisans or Police forces.
