Yes yes but Hwoarang's kicks have a longer travel time like all kicks, but Steve's punches are quick as lightning and the majority of the time all you can do is block or sidestep. Even then he could go for a surprise low giving you no time to react. You could attack first and he still manages to get that punch in. All you can do is use a character that has a few uninterruptible attacks like Lucky Chloes "Away Lp+Rp" But the point is there isnt a lot of counters to his normals. It is not Steves fault, its the developers who allowed a character to simple juggle you nonstop by just doing a single uppercut constantly or throwing punches so quick you are unable to get a hit in under normal circumstances. Even irl if a skilled boxer and a skilled practitioner of another martial art had a fight, no way the boxer would win so easily when there are grapples and counters as well as kicks to deal with. Point is, Steve is way to op and way to easy to use since his moveset is all punches and thus cutting out a vast amount of button inputs in his moveset.

Steve is a very safe character, he is high reward low risk, he has many panic button moves, he has many tools, he has some of the best frames in the game and he now has a low crush launcher that adds a 50% chance of you losing 50 - 60% of your life trying to duck his mashing.
