I think it's because a cougar sounds better than a cheetah. Kind of like how the US uses a red-tailed hawk cry when a bald eagle shows up

I can get behind the car sounds, it's hilarious to hear.. but if you're going to go that extra mile to make a cheetah actually look like and act like a cheetah... at least give it the real sounds. Cougars are the only cat in the world with that sound. Cheetahs sound nothing like that. "It's to make it more ferocious!" Clearly you've never heard a cheetah hiss, then. That is a primal sound all in itself too.
