Ha ha.... I don't think he's been to Cape Town. Michael (aka Chainmale) told me that the song was about social breakdown, and drew a comparison to apartheid South Africa (Cape Town being the point of reference). Cape Town was pretty shit prior to Mandela's election, and although there's been improvement in some areas, it's still pretty shit... but a great place to visit.
