We will return to moon definitely, the question which will be the first country to do so in 21st century. I have faith that ISRO can do it on its own but it will take a lot of time. My best bet would be China, I think they might end up doing it first. NASA and SpaceX are also trying but uhhh... it doesn't feel like they will be able to do it anytime soon.
