I am a Pakistani and I can understand the reasons why India does not feel safe to send its cricket team and citizens to Pakistan. The The Lashkar-e-Taiba, Jaish E Mohammad Harkat-ul-Mujahideen, terrorists are and have been targeting Indians only and not any other citizens of the cricket playing countries so it would not be safe to play there. Also you can't have cricket and terrorism going on together, in which part of the world does it happen, no where. Previously Indians have played in Pakistan in spite of the worst terrorist attacks like Mumbai attack, Indian parliament attack and of course Khandhar hijacking and those terrorists released during the hijacking are staying in Pakistan and I sometimes feel shameful of my govt how they allowed the cricket ties to carry on in spite of all these terror attacks. The present Govt has taken a consistent policy that terror and talks cannot go together, cricket, culture exchange, bollywood, business is an extension of that policy. Why only cricket because India has the wherewithal to do this in cricket, as simple as that.

BCCI has told ICC verbally, not written any email to them, so that is what PCB is looking for to have the letter in writing that India is not coming for whatever reason.so it can be used as a precedent by PCB.
