I have a question. You state that the amount of cigarettes smoked meets criterion at each stage level in your first example. However, if criterion is set at, say, 22, then doesn't the number for each session in that phase need to be 22 cigarettes or less? In the graph, the data ranges from 23-26 cigarettes smoked, meaning that person did not reach the criterion for that phase. Am I misunderstanding this? I'm going off the Cooper et al. 2008 text.

Spot on with this. A functional relationship has not been achieved. The subject falls just short each time. For reduction, you want date points to fall below the criterion and above for increasing a desired behavior.
