The US Congress passed legislation preventing NASA from cooperating with the Chinese space administration in any way. That's what locked China out of the so-called International Space Station. That led China to build its own space station, newer and more advanced. So in Moon exploration too, China is using its own resources.

For eg as ISS is nearing used by date, they expect China to include them in the chinese brand new space station They had in fact applied to be included. They also not shy to have asked China to share the rock samples collected from near side of the moon a few yrs ago by Chang'e 5 . They had also asked for the rock samples from the far side of the moon that is now brought back by Chang' e 6.
