can you test the compabilaty of oppo charger to vivo, they seem to have the same parent company but using difference charger architecture

oppo and vivo were split off from the BBK electronics corporation, so their relationship is not as close compared to pppo and OnePlus.

I have the Vivo X90 Pro+ ... And the flash charge brick 80W came with the phone. However I have another device which can charge at output 100W however phone doesn't reach that speed and capped at 17W. Why is that? Does it have to be this brick ?

That's the compatibility issue. Another 100W device you have cannot support Vivo's proprietary charging protocols.
