I always thought of this legend dude they'd bring up as being this universes Ash but rather than being modern based its Arceus Based... That is to say the element of the series where all the Arceus references were meant to come from... So yes I expect Lucius to actually have an Arceus in the wings along with others. So no I would not believe in him losing to any previously known trainer except Ash or Tobius.

The only trainer with any chance whatsoever is Cynthia, and her ONLY because Spiritomb with Destiny Bond could MAYBA take down Raquaza, who otherwise sweeps every masters 8 trainer 6-0. Without Ray, Lucius is more manageable, but still absurdly powerful. To the point where even 3 gimmicks Ash would definitely struggle and possibly still lose a 6v5 against his team even without it, but Cynthia is at a high enough skill and power level where she could at least conceivably compete with the non-Raquaza members of his team. As for Ash v Lucius, Ash’s only chance is if he brings in Solgaleo, and he probrably still loses to Raquaza. Box art legendaries are unstoppable in the anime- remember how a combo attack involving Pikachu and Lucario did zero damage to Lugia at the end of journeys?

I agree that Ash is overall a better trainer than Cynthia, as is Leon, but Cynthia has a better chance against Lucius’s team than those two because of destiny bond and destiny bond exclusively. Raquaza is at a level of power where nothing in any master’s 8 trainer’s arsenal could beat it outright in terms of speed or power. Destiny bond, however, bypasses this and turns the fight into a 5v5 where you don’t have to worry about a box art legendary nuking the entire continent. If, say, Ash’s Gengar knew Destiny bond, I would say Ash had the best chance of winning.

Arbolivia also tanked a massive air slash from the Tital G.Moltress, despite being grass and is a master healer.

If Lucius saves Dark Rayquaza as his last pokemon Ash may beat 3-4 pokemon of Team Lucius. Charizard can beat Arboliva with his speed and hot breath. Mega Lucario or Pikachu can beat Lapras by using aura powers or thunders and Sceptile's leaf blades or Ash-Greninja's water shurinkens can fight back Klevor's rock axes. However for legendaries there isn't much thing to do. Expecially Dark Rayquaza beat heroes and villians together by using 10% of its power.

I'm going to throw my own hat into the ring with a candidate if that's okay Charles? Essentia from Pokemon XY. Yeah Pokemon XY is really easy but Essentia's stealth suit not only had Ditto hax powers but she seemingly had the ability to buff her Pokemon to an absurd degree within seconds and in the manga she controlled Zygarde with little to no issues whatsoever. If Pokemon XY has any major sins it was not including Emma as a part of the main story or anime, she's a good character.

I feel like other trainers that would be candidates for Strongest Trainer Ever are thus: -Hareta, Pokémon Diamond and Pearl Adventure!. His ability to connect with pokémon is unparalleled (moreso than N!), and he will easily throw down alongside them -Nobunaga, Pokémon Conquest. His WEAKEST Pokémon is a ZEKROM. He also has Hydreigon and "Rayquaza, black as night!". Oh yeah he's also got a sizable army, being the warlord of Dragnor, and was able to manipulate the player character into achieving his goal for him.

By Black and White,Cynthia was still the Sinnoh champion, so technically she did defeat Tobias at some point. And Ash actually has 3 of them as well(Solgaleo,Melmetal,Naganadel). With a legendary slayer Pikachu along with Charizard and Sceptile who already defeated a legendary/mythical each. I guess it all comes down to how they deal with that Rayquaza.

G.moltres vs lucario is just netral to each other, lucario netral to flying type move due to his steel typing and moltres netral to fighting due to its flying typing

3 of Lucius's Pokémon, not 4, as G.Moltress isn't weak to fighting or steel. They also aren't normal Pokémon, they are titan levels of strong each and can take more than the average mon could do and dish out harder than them. A constantly Terastalized Rayquaza alone would be too much for Ash's entire team and Entei would defeat Lucario easily, if we go by type match up. G.Moltress and Kleavor have the advantage over Sir'Fetched and Gengar, and the former isn't vulnerable to Fighting or Steel, and Kleavor is incredibly fast, fast enough to keep up with Lucario. Gengar even with G-Max would lose to pretty much the entire team of Lucius other than Arboliva and it can heal wounds perfectly, thus beat it in terms of attrition and outlive it. Lapras is above Dracovish and Dragonite easily. Also Lucius would be smart enough to deal with such stuff, he can terrastalize a certain Pokémon above all of Ash's: Terapagos. Also Pikachu's Z-moves defeated only a Electric Spirit, not a massive Sky Dragon or even the most powerful Pokémon in the world, Ash never defeated a Mewtwo. Ash is not as powerful as everyone things, nor are they champions that big compared to the greatest of legendaries.
