In direct investment of EB5, is the partnership with US citizen allowed where my investment will be over 800K in business in TEA and rest will be from Business partner. And Will the Constructing new hotel come under infra reserved category?

Quick question- my I-526 was approved in May 30,2024 and it was moved to DOS a few days back. I did concurrent filing of I-485 in September 20,2024. Does this indicate anything ?
