Shirei is one of my oldest commander I have mine is not budget but some budget option priced based on TCG Marketplace) you miss are Skullport merchant $0.07(Treasure generater Sac outlet and card draw), Mindless Automation $0.09 (card draw every turn without paying mana with the commander out). Fume Spitter $.012(sacks itself to put out -1/-1 to kill your own creatures you the opponents, can also make Gary power 1)

i bet its willd, most of the cards that work well with this commander i think are all commons too. Might be even more competitive in that format.

Something to note is that carrion feeder cant come back with shirei if he has more than 1 power from counters when he dies... as shirei bases its effect on their power when they died. However, if you can reduce the power of cards like gary to 1 power or less when it dies it will be reanimated. Use creatures that can put -1 counters or something
