I think Skullport Merchant is definitely a great inclusion, and that's with completely ignoring his sac outlet abilities. If Shirei is on the battlefield and you have another sac outlet such as viscera seer or something similar, then you are easily creating 4 treasures each turn cycle. Fantastic value right there

I have a $100 shirei deck and I am still amazed at how many cards I can draw. Once it's set up and shirei is protected, it's so easy to draw 4+ cards a turn.

"Can this deck be only 30 dollars and be powerful?" Me, who's had a 60 card Shirei deck for like 15 years: "Nah, definitely not, don't worry about it >_>" :P Other fun cards include Abyssal Gatekeeper, Bone Shredder, and Chimney Imp if you wanna double down on the "No Fun Allowed" angle.

There's like 15 different 1 power creatures that force a discard on etb or death. You can build that version for like $15 (not including basics; WotC doesn't want you to know this, but basic lands are free. You can just take them.) It's degenerate as hell, and only gets worse as you add more power.
