YMMV obviously, depending on the inspector, but I've been through NASA, PCA, and SCCA-equivalent tech at this point (in among numerous other smaller organizations) and so far so good.

What is the reason for putting the S bend in the stock after the L bend with the mounting hole? It would seem that the L would be enough and the extinquisher could lay on the floor (using shorter bolts to secure the mount to the stock.) I'm doing this in my car. Good tip about using the stud but it seems its only necessary because of the S bend. Thanks for your vids.

The bolt hole is at a bit of an angle IIRC, so some bend back the other way is needed to have it lay truly flat. The three bends let the rear section use the cutout in the carpet and leave room for a stock size bolt head flange. Feel free to experiment though as there are probably more ways than one to make it fit.
