The bait pods are an old idea from carp fishing in Europe. They use PVA (poly vinyl alcohol) mesh for ground bait attached to the hook. Once in the water the bag slowly dissolves and releases bait to attract fish into the area. The ones you used looked like maybe gelatin pouches so they dissolve rapidly.
