This is the League South Cup Final at Wembley which Chelsea won 2-0 in 1945. John McDonald at number 11 scored one of the winning goals

why are the goalkeepers not wearing tops ?

To set them apart, I think. So the players can easily know who is the goalkeeper. Same reason why goalkeepers where bright coloured uniforms these times.

I cannot find any record of a game at Wembley in 1940, but if anyone has information please post it, thanks. I checked 11v11, TheChels,info, Wikipedia and general google search
