my question is when you have water at a stable temperature, a certain amount of sugar will dissolve, once there is sugar that won't dissolve you can heat the water up more and now that leftover sugar can dissolve along with additional sugar added until it hits a climax where no more sugar can dissolve, then you can heat it again and add more sugar and repeat...why?

Because when you heat a liquid you break the molecular bonds so you allow the solute (sugar) molecules to intertwine with the water
