The electricity flows in the sea water because when salt is dissolved in this water the components of salt are broken into pieces (Na+,Cl-). Na+ and cl- are cation and anion respectively. These are the forms of ions. As we know that ions are charge carriers so we can conclude that sea water is a good conductor as it consists of charge carriers which make the flow of electricity easy.
