Centre has decided to take over the project as a central govt sponsored project just as the Phase I as state govt is unable to stand eligible for loans big enough to fund the project. Therefore, Stalin gave up & put up the request to transfer the Phase II as Central Govt project so the Centre can now take over the total work. Chennai gains & the loser is DMK as they can't take any cut from the project. Initially, they saw it as a big opportunity but the state's borrowings have exceeded the limits & facing bankruptcy. Hence the move.
