The question you need to ask is who does opening up that file favor. Re3 leads to various tough boards for black to play.

I think probably because black doesn't want to trade since he traded a rook for a piece earlier, even though in the short term black would gain a pawn, Hikaru could probably get it back since that square is relatively weak.
