We need to be objective. Every country must be responsible for their citizens. Send the bill to the country of origin. When deported, send the bill to the country of origin. They will create a policy to create a repay to the migrants who commit the transgression that causes the burden to both countries. If someone wants to migrate, must plan for their supporting factors. When for asylum then their country of origin must be responsible to make it possible since they failed to protect and provide for them.
