The chiller efficiency values shown on the IPLV calculation are kW/ton values, not EER. 1 kW/ton = (1/12) x EER

Correct, there is a fixed relationship between kW/ton and EER. EER = 12(kW/ton). The chart header should read kW/ton. Thanks.

The NPLV calculation is for situations when a single chiller is not intended to operate at standard ARI rating conditions.

The chiller load varies depending on the building load, which of course would be higher in summer months. The calculation is meant to identify the chillers performance at various loads. This allows you to compare one chiller versus another. The IPLV measures performance at the ARI Standard 550/590 conditions, while the NPLV is for non-standard conditions.
