Why? The short version. Vietnam is trapped under mountain of debt to Uncle Sam for going along with property investment scheme. Remember Asia financial crisis in 199x. Needs China to bail out. And now Vietnam realizes if no significant improvement on infrastructure the country will fall behind even to Cambodia and Laos.

Vietnam and the USA normalised the relationship in 1995 so it is impossible after only 2 years the USA would release a huge loan to Vietnam. The ASIA financial crisis was primarily in the stock market and affected countries in SEA like Thailand greatly but Vietnam was relatively unscathed because we DIDNT have a stock market at that point 😂it came officially in 2006. You might refer to the old debt that the Southern Vietnam government that the USA out of spite trying to get from the Northern Vietnam government after the reunification. I think if it is correct, the Soviet Union helped resolved that not the Chinese, but i might be wrong 😋

The only reason why Vietnam has been strengthening its military is because it wants to invade its weaker neighbors. The only two countries they can invade are Cambodia and Laos. It would dare to touch and other surroundings countries even Malaysia, Thailand or even the Philippine. Vietnam thinks it’s a strong country, but it’s not. Vietnam never won any wars without the help of other country or countries. China always helping Vietnam to fight but its never gave China any credit. Cambodia had help Vietnam a lot its also never give Cambodia any credit. Instead, Vietnam show a big opportunity to invade Cambodia during its young revolutionary regime in the 1979. Yeah, that was Cambodia’s weakest and poorest period. The population was on 5 million. But it looks like Vietnam had helped Cambodia from the hell of the Khmer Rouge’s, and that was true. But Vietnam’s real intention was to invade and takeover Cambodia and annex it as Vietnam’s by using the Hun Sen regime. Now you know who is the expansionist.
