Once local government is stablised, they can pay off Contractors, Workers. Who in turn can drive urbanisation, then consumption can increase locally. This would be a slow and gradual process. Just look at Powell's policies, it took 1 year for rates to stablise, and inflation reduction only manifested 1 year later. These things take time
